“Education campuses“ implemented with Eisenberger & Herzog and PHH Attorneys at law
Beginning in autumn 2021, approximately 2,200 children and adolescents will attend school in the two new education campuses Aron Menczer in the 3rd district & Seestadt Aspern Nord in the 22nd district of Vienna. Both campuses are part of Vienna’s “Campus+ Concept” and were realised as a public-private partnership (PPP) with a value of more than 100 million euros. PHH Attorneys at law advised the outside creditors while Eisenberger & Herzog advised the bidding consortium HYPO NOE Leasing and STRABAG Real Estate.
The campus Aron Menczer in Aspang (3rd district) and the campus Seestadt Aspern Nord (22nd district) are two of a total of nine “Campus+ locations” which will be built in Vienna by 2023. The main feature of the new facilities is that a kindergarten, elementary school, secondary school (“Neue Mittelschule”) as well as leisure facilities can all be found in one location. Additionally, a music school and a youth centre will be built at specific locations. Moreover, the Aron Menczer campus is the first education institution to integrate the branch of a special school for severely disabled children (SPZ). Both projects will be realised by the bidding consortium HYPO NOE Leasing GmbH and STRABAG Real Estate GmbH, which emerged as the best bidder from the tender conducted by the City of Vienna. The campuses will be built by a consortium consisting of STRABAG AG and Siemens Gebäudemanagement & -Services G.m.b.H.. Siemens Gebäudemanagement & -Services G.m.b.H. will be responsible for the facility management during the 25-year usage phase. Furthermore, the European Investment Bank and Helaba were acquired as lenders.
The bidding consortium HYPO NOE Leasing GmbH and STRABAG Real Estate GmbH was advised by Eisenberger & Herzog under the lead of lawyer and partner Michael Strenitz. “We were particularly pleased to be able to work for STRABAG Real Estate GmbH on this highly exciting transaction in addition to accompanying our long-standing client HYPO NOE Leasing GmbH,” said Michael Strenitz.
The outside creditors – Helaba and the European Investment Bank – were each represented by PHH Attorneys at law. “We are very pleased to have been able to contribute our many years of expertise in financing PPP projects to the Campus+ projects,” emphasised Annika Wolf and Wolfram Huber, both partners at PHH Attorneys at law and experts for Banking & Finance.
